As for Osman, being a pagan by the will of his birth, having accepted power, he also converted to Islam. From now on, all predatory raids and devastations received the title of "holy war." Immediately during the reign of Osman, the dominant administrative bodies of the empire were created, which existed until the moment of the complete collapse of the state.
